What you are seeing is the result of different chess engine depth.
When a chess engine analyzes a game, the crucial factor used in the calculations is engine depth. Engine depth refers to the number of moves that a chess engine analyzes ahead in a particular position.
Game Review uses the Chesscom servers to analyze a game whereas the Analysis tab uses your computer browser for the analysis. You can change the engine depth for both of these in the settings page.

When I do a game review, and look at the "Best move" it may show a sequence of moves that differs from the top moves in game analysis.
In other words, if I load the "Best move" starting position into game analysis, the game analysis will sometimes show me a top move that differs from the one in the game review "Best move" sequence of moves.
Why is that so? That makes me feel that the Review is not using the analysis to its full extent...
