Can bribes be made in OTB tournaments?

Imagine a very rich man (FM) playing a very poor grandmaster.

What if he be like I'll give you a hundred dollars to draw or lose? 

Assume that won't make much difference to the GMs rating but it does to the FM. 

Does that happen in OTB games? How would bee prevent it or can anything be done about that at all?

I mean, it’s technically against the rules. That doesn’t mean that it doesn’t happen though. It’s hard to enforce.

Unfortunately bribery also occurs in the highest levels of chess. The USSR was infamous in threatening players who did carry out the wishes of the state, including throwing games.

Just the bold part. GM will lose a lot of points because FM is lower rated.

no theres something called glicko, gm has higher glicko and looses less, fm gains more

GM will lose more points when he lose to FM than to another GM, that is for sure. The bigger the gap, more points he will lose.

Such things happened. This is one of the reasons why you have to play against different federations to get IM and GM norms.

No one trades money for points, Because those points would be undeserved. Though in situations where

I need to win to get first place of 10000$, and if you win it doesn't matter because you wont win anything. Players usually make a deal where they one player lose on purpose so that the other one will take the first prize and then the other player gets a portion of the money.

What I should have mentioned was that while he was a strong player, this ascent was likely do to some bribery

I think there's a true story of a "GM" that kept paying players to throw games to help him get the title. He had money and the players that agreed to throw games needed money and deals were made. It's been a long time since I read about it but if my memory is correct his title was taken. Maybe? 

I'm sure someone on here knows which player this is.
