I don't think there's a M1 here. The rook cannot checkmate as after Rxf8+ Bg8 or Kg7 mean no M1. The queen cannot checkmate as Qxf8+ Bg8 and its not M1. If Qf6+ Nxf6. The bishop cannot checkmate as the king is on a light square. There are no other checks with the rook, the queen, or the bishop as Qh5 or Qh7 are illegal (your king is under check, even though the rook on f8 is pinned.) But I'm guessing the answer is mistakenly Qh7.
