The level is the selected lines so many ply ahead of the current position. Because of the high number of positions it takes longer to get to. 22 to 24 seem common. But essentially the engines usually have a cap out unless you ask them to assess further. Major problem with depth is the pruning of branches which can overlook the winning move due to the horizon. So, if you have ever noticed that the engine only realises the strength of a line retrospectively once the position is on the board, you can then go back and see the corrected value of the move in earlier positions. It used to be common to analyse from the end position backwards for better analysis, but modern engines seem to do it quickly at low depth from front to back. Best to do it manually working backwards from the last position for better values and assessments. Might get the values quicker to in simpler positons.

The analysis runs client side. How deep it can get depends on the client and position. It can get really deep. There are time options of 3, 5, 10, 20, 30 seconds, or unlimited. Unlimited will keep running as long as you want to let it run but it can take a very long time to get really deep
Is that on a computer? Because I'm using a phone so I'm very limited
