Chess.com has general rules against stalling.
US Chess has 18G1 which explicitly calls such behavior unsportsmanlike and can result in an arbiter immediately adjudicating the game upon the request of the opponent.
FIDE has rule 12.6: It is forbidden to distract or annoy the opponent in any manner whatsoever.
and deliberate violation of the rules can result in actions including the arbiter declaring the game lost.
So you can try it, lose the game, and be on the arbiters' radar for the remainder of the event and possibly for future events as well.
