Does this mean the bishop sacrifice was a good idea after all? Or would White have turned out okay if he'd moved the king to row 1 instead of row 3 on move 26?

Bh3 is still a blunder since you really wouldn't have gotten anywhere if the King moved down.

I think you should just try to be more careful and not be worried about the time too much at the start. You were already worried about your time in move 15 but the game still went on until move 37 so you weren't really in that much of a time crunch yet.

I would have played.

25...Bf5  26. g4 Bg6 27. h4 Re3 28. h5 Bd3

27. Kd1 would have been better than Kd3.
