can someone please help me understand why the following game ended up in a draw instead of White winning (for flagging Black), please?

The message at the end of the game read something similar to "Not enough material".
How could that be though, Black had 2 bishops + 2 pawns.
What am I missing here?

Insufficient material. You cannot win with a king and bishop. And black ran out of time.
So White didn't have sufficient material, not Black.
