Game review rating estimation

Is the rating estimation based off the elo of the game because from what I've seen it only swings about 800 +/- the elo of the players, ex: I'm about 1450 and I played a 37 move game at 95% accuracy and a rating estimation of 2150, I was wondering if anyone else has noticed a similar pattern.
