I have seen 100%, other player resigned after e4 move.

Indeed, 100% seems to come from both players playing all book moves (white must get to move 5 at least for an accuracy rating), with none of the book moves being considered unsound (possible even if a book move, see https://www.chess.com/forum/view/general/5-book-moves-2-accuracy-6-book-moves-99-7-accuracy). Someone has to resign/abandon before getting out of book.

that is a 100% accurate chess game.

you can easily get 100 if you only play stockfish moves it is not impossible

i had 100% opening, i am also just below 400 but can take down 600
