Apparently a move being considered brilliant or not here depends on the rating of the player.
For a very low rated player all moves that do not hang material would be brilliant here.
I got my first Brilliant Move (that I know of) today, it was a bishop sacrifice that lead to a me winning a rook after! (So I had 3+ material advantage)

I agree that the last position you give us is ridiculous. White needs to play Bd4 in that position but can first play RxR+ and then the Q check. It doesn't matter which way round and white is completely won in any case. It's total nonsense. The engine calculated that positionally, white is about half a pawn better after the pseudo-sacrifice than by playing the rook swap. (The reason for playing Bd4 is that the B could be trapped out of the game.)
