How to punish scholar's mates? What rank do I escape this madness?

Is there a better way to punish these attempts? It seems that every other game someone try's to do something stupid like this. What can I do to punish this attack- and what rank will people normally stop trying such dumb attacks?

A main disadvantage is you get to free tempos by improving your position whilst attack the opponents queen. I still see people bring their queen out early and let me get lots of free tempos, I'd encourage it not complain about it.
