im not sober enough to give answers to the first three questions, but for the fourth, there's an easy answer: NO. although you completely trounced him in the final moves, i think it's impolite in general to ask your opponent to resign. maybe he's counting on you to make a mistake (which in the case of a highly rated player vs lower rated player, isn't a bad idea), or perhaps he wants to study the entire endgame and analyze it in full.

Ok, this was a satisfying win for me, the 2nd game in a team match. His rating at the beginning of the game was 2069. In the 1st game there was some aggro, I got creamed and he got upset because I did not resign early enough for his liking.
So, he is a much better player than me, but he never made the moves that I thought would give me problems. I have a few questions:
1: Why does he never take the h pawn?
2: Why does he never advance the Q side pawns, and allow me to build a little fortress there?
3: Why does he he offer the exchange on move 38? Was I right in not accepting it?
4: Should I at any point have suggested he resign * tongue firmly in cheek*
