I don't see for white a way to avoid Black's endless checks, so I think yes. Black can check you endlessly, and you can't escape, otherwise you take their rook. So yeah, it's a draw

If both players played perfectly then it would always a be a draw, or they didn't play perfect.

It depends. If Black wants draw, he will be endlessly checking. But if he wants to win. He might stop for one turn.

But in this situation, if White wants draw, then Black has no choice but to draw by repetition.
