if this game was a blitz game, what would you say is the rating of the players?

I wish my blitz rating was 1800 :)
The first 15-20 moves, I'd guess black was 1100-1200 and white 1300-1400. Later though, they both make more defensive minded moves than you'd normally see in blitz so in later phases of the game you could bump black by 100-200 points and for a few moves bump white by 100 or so.
Edit -- looking again 1100 was too low of a guess for black's opening... I'll say 1200-1300 instead.

I think you're misunderstanding his opinion. He's just saying how strong he felt each phase of the game was going for the players. Nowhere in there is any accusation of cheating, nor even any insinuation of it.
when does he ever ask how strong each phase was going for the players.. he just said rate them cause he thinks his opponent was cheating.
I cannot imagine any rated much above me trading down active pieces with the terrible bishop that white had during that series around move 17-20.
But he lost the game... It's like saying dangit I lost to this guy !! He's obviously cheating or something so I'm gonna post this to see what other people think.. That's just my opinion.
