Yes, it is winning.
Black's only chance is to keep his pawns where they are, but this is not possible- white alwaays has the destructive d4-d5 break.
Implementation is easy: rook on the e-file to keep the Black king at the f6/f7 squares.
Whenever Black plays ...Kf6, then Re5 follows, and Black is short of good waiting moves.

If your lazy and just want the game, ok. I know this is from chesskid (I am SCS-JamesHan) But I couldn't figure out a way to win. IS this winning, even though the computer says so? I don't trust the computer cause, you know, we're kind of going to go in circles.
