If you look at the Game Review, it didn't say that 8 Be2 was a blunder. The move was classified as a "mistake" and it explains that it just like 8 Bh6 offering to trade pieces better. The ?? note is used for a blunder.
On 14 Rh2, it also didn't say it was a blunder. It preferred 14 Rh3, hitting the knight with tempo.
