Passive Play in My Games

In these games I will include in these posts, I think I am playing passively but I am not sure how I could have done better and avoided these mistakes.

First game( I had the white pieces)

I am confused how my position suddenly became really bad when he played the move b5 as he did in the game, because I thought I was doing well with the center and the active file. What did I do wrong that caused me to have a bad position like I got in this game?

Second game( I had the black pieces)

I am also not sure when I went wrong here. In the opening, my opponent's pieces were so active which made me feel uncomfortable like I was already worse. I didn't go c5 because of Bd6 and I thought that might be problematic for me.

first game, you put your rooks where these do not belong, on b file, where they could not make activity., attacking miserable pawn, so you use 10 units just to attack 1 unit.

second game, yes passive, better was to take dxc4 at move 11, when whit takes by queen, then c7-c5, in this way Bd7 and Rc8 would become active. later you should not give Bg7 for Ne5 but try Nf6-d5 and think how to do c6-c5.

In game one you could’ve stop ...b5 with 15. a4, when black has to either allow a white pawn on a5 or play ...a5 himself.

In game two you could’ve created counterplay against the white center with 10... c5 or 11... c5. The passive 11... a6? sealed your fate. White clearly knew what he was doing and never let his advantage slip.

It is never a good plan to put your pieces on the apparently best squares and wait for the other player to err. You need to actively seek for changes (10... c5) or prevent the opponent from doing so (15. a4).

What is the best way to correct these errors? Is their a specific book or chess topic I should buy or study into more detail?

Am I not developing my pieces properly in your guys's opinion?

Because in the second game I don't think my pieces were that good.

Books of annotated GM games will probably help. Especially those written by the GM himself. Seeing how experienced players think during an actual game can help a lot with the reader's own in-game decisions.
