Please explain this position to me

I decided to play c4 because I saw a threat of Bb2, attacking the a1 rook and the c3 pawn. The a1 rook couldn't go to c1 either to protect the c pawn. I didn't think c4 caged in the b5 bishop because it could go to a4 or capture the c6 knight in case of a6. Stockfish shows Rd2. When I follow that through, I got 18....a6 19. Rad1 Be6 20. Bd3 a5. Why is this a better line of reasoning? What would you have played and why for move 18 (current move in position for white)?

It does not matter. White is winning anyway: a full pawn up, no compensation of any kind.
Nd2, c4, Nd2, Bd3 are all good to win.
