They were probably in top 3 in their tournaments and did not want to risk anything. so they agreed to a draw without a fight.
That was just extremely random draws, although JRC is probably right
maybe the 2nd game was an agreement for a draw, but with the first game having a vunruble queen is just crazy
People people people... making drama out of nothing. These are clearly just mistranscribed scoresheets. White's second move in both games was 2.c3, not 2.Nc3. Note how white's c3 knight never moves again, and if you play 2.c3 instead, both games make perfect sense. They're nothing more than short, uneventful draws by agreement. This type of weirdness can be found a lot in game databases.

I once saw the exact same mistake in a Ruy Lopez game. Now I know why. 
Its the main line. This is a very renowned line against the sicilian. You should play it too.
