This the rule you are referring to (which can be found here)

The threefold repetition rule states that if a game reaches the same position three times, a draw can be claimed. A position is repeated if all pieces of the same kind and color are on identical squares, and all possible moves are the same.

What exactly is not working? Which three positions qualify for a threefold repetition? At least I assume that's what you mean with threefold rule?

I think you believe there should have been a draw because you moved your king back and forth between two squares while your opponent kept getting more and more queens.

Unfortunately, as was pointed out, that is not sufficient.
