If it is White to move then it is stalemate.
Black
White has too many extra bishops, even though black has material advantages but won't be able to attack white's king.
So i would say white is winning.

So the question is really whether or not Black is winning. Black has more valuable material but eight fewer pieces and any attempt by Black to break through would necessitate sacrifices. Correct. It's stalemate. Nobody is winning it's a draw lol
