Makes sense to me 2 rooks on 7th with trapped king and a mate threat is a common pattern mate is better than a queen for sure.  Easy to miss when a hanging queen makes you fixated another example of why you always check checks and captures first.  The capture here was more important than the queen and the opponent needs to look for check to not get mated.

I played a game a while ago where I saced my queen to have 2 rooks on the 7th rank, the evaluation was like +6 for me, but my opponent didn't find the best moves so I checkmated him in a couple of moves. That was a very nice game. 2 rooks in general can easily be as strong as the queen, 2 rooks on the second being stronger than a queen is not surprising.

you are kinda wrong here. if black takes whites queen you dont win because of a mate you win because you get a way better endgame. you gonna take blacks queen and some pawns and have the winning endgame.

Rxe4 2. Rxg7+ Kh8 3. Rh7+ Kg8 4. aRg7+ Kf8 5. Rh8+ Kxg7 6 Rxc8

 stockfish found mate in 19 instantly if i play rook takes queen so no its forced mate if you take. So yes black can delay the mate a bit cashing in defensive resources but its over.
