No draw. Your pawns are better, your King is safer, you are up a pawn. I would play Rg4+ here as he cannot reply with Kh7 because of c4 uncovering a check and then mate with the queen on b1. Thus he must play Kf8 and his rooks are no longer connected, adding to your advantage.

He wrote the moves wrong, should be 21. ... Rab8, negating the queens mating threat along the b1-h7 diagonal

Oh yes so it is cheers. So not as straightforward but white is still better for the same reasons apart from the mate threat.
