What is the best move at this point
The game is over. I am new to chess.com, so had problems inserting the complete game sequence. So have pasted PGN here.I am playing black and offered a draw which was accepted. I would appreciate if my mistakes are commented on. Please help

Welcome. If I'm not wrong move you want analyze is 22, set in the diagram above. I would have done the same. But better asking more experienced people :-)
Probably dxe3 as you played but then after that playing Qe7 and ganging up on white's weak e and c pawns.
Yeah...how could I have missed that! Probably lost board vision in the heat of battle. Attacking those pawns could have set up a back rank mate. Now I realise 23...Qf6g6 was a passive move
I thought the b3 pawn was already doomed, so better to gain time in promoting the other pawns. But yes, I could have lured the white king away with b4
Finally!...something to cheer about. I guess I am not the only one making blunders. My opponent made similar ones,if not bigger. At this rate none of us deserved to win :-)
Black to move, I'd say 22...dxe3 looks pretty good: 22...dxe3; 23.fxe3,Qg5; 24.Qf3. Unfortunately for black, 24...Bxd3 and 25...Qxc5 wouldn't work on account of 25.Qxf7+ (since black's bishop would no longer be guarding f7), so black would have to spend a tempo reinforcing f6 before truly threatening this. 24...f6 seems the most natural way of doing this; 24...Re7 or 24...Rd7 might be worth considering. Black could forcibly trade queens with these moves (25.Qf4 and 25.Qf5, respectively), but doing so would at least allow black to win a pawn via ...Bxd3 and ...Rxd3 and without queens on the board, white wouldn't have much to show for it (other than praying for a pure opposite colored bishop ending without losing too many other pawns in the process).
24...Bd5 25.Qf4 doesn't seem like it would give black anything.
I calculated the position a bit deeper than this, but since the lines I calculated are quite possibly bad (as the tabiya position is somewhat complicated and I sometimes get carried away with over-calculating bad lines), I'll just stop here.

Black can still win back his queen after 28.Qxe3 with 28...Bd4, but since white still wins a piece after 29.Qxd4, I can only conclude (like you did) that the 27...Qe3+ was a horrible blunder.
