13. Nxg7+ Kf8 14. Ne6+! fxe6 15. Rxd1 followed by 16. O-O and white is better.

My guess is white missed Nxg7+ which holds material equal, and was instead focusing on Rxd1. If white believed Rxd1 was his best move, it is understandable to resign being a piece down. However with correct play this position is slightly better for white, and he had no reason to give it up.
