Its creator, Carl "Boor Attack" Boor, insists on its soundness. The games that make the Boor seem possibly unsound to me are the ones where they never take the e pawn, and the f pawn just sits there. But overall it doesn't feel like a risky opening.

It seems so, but the move your opponent played (6...Bb4) is the wrong execution of the right idea. 6...dxe4 should be played first.
The whole idea is certainly playable, but it's unlikely to give white anything tangible... it's somewhat slow, and neglects development.
Here is the best game I had using the lovely Boor attack against the Slav. It's sort of an enactment of a "fantasy plan" of the Boor.
