edit: you were the exchange up, but your real advantage was mobility.

21... Bxf5 22 Bxf5 and/or

21....Qg6 22 Rh8 both lose black's queen

21... Qd2 is a good try but Rf3 also wins queen.

all because black neglected his development.

Actually, I think that every possibility leads to a forced mate. Look:

21. ... Bxf5 22. Bxf5 Qxf5 23. Qxf5 g6 24. Qf7#

21. ... Qg6 22. Qg8#

21. ... Qd2 22. Rg5! Qxd3 (or 22. ... Bf5) Qxg7#

 With a quality up (rook for a knight). But his rook and knight were so clustered that it felt like I was quite ahead in material.
