Eric Schiller's book Unorthodox Chess Openings, calls this 'The Tortoise Opening.'

"The Tortoise extends its [sic] neck just a little bit, often to retreat later.  It can only snap at short range.  By blocking the d-pawn, white has only limited plans available for development."
