I once tried making no pawn move or capture for 21 moves in a row and ..................... IT WAS NOT A DRAW! Your opponent may be wrong.

Dude, all this was already discussed 7 years ago. You had no reason to resurrect this old dead topic.

So the only time I have ever seen this happen is games in jail or prison when the inferior side has only a King. Obviously there is no such rule in the USCF or FIDE rules but this is likely where the individual got this idea from. The main thing was to let the inferior side be able to salvage their pride when losing.
