Van I deactivate my deactivated account?

Assuming you meant, activate your deactivated account, if you closed it and didn't have it closed by the site, then you can open a ticket to get it enabled. You will need to close this one after as members are only allowed one account.

A friend of mine cannot receive or send messages, it wouldn't be a huge problem if he wasn't an administrator of a national team. His account is  https://www.chess.com/member/ovajmoj

Your friend will likely need to open a ticket about that.

I've closed it by the site....it was loke-clpse my account... and it asked the reason

I think he had an argument with one of the staff members during a game. I guess this was the main reason why he was muted. Now I have to apologies on his behalf and hope that the stuff will accept it. Thank you guys.

Actually, your friend can contact the site directly through the contact form. If that is what happened, only your friend can really make the apologies.
