If I deleted this acount and start a new one, would I be able to use the same email address and possibly username?

Let me start by saying this makes no sense. You want to close your account, and reopen the same account?
No you cannot close this account and reopen it, and you cannot use the same email address. Im sure chess.com would let you reopen an account IF it was for an imprtant reason, but your reason isnt important. In fact, it ridiculous.

If you voluntarily close your own account, you will be able to use the same e-mail on a new account. You will not, however, be able to use the same username.
I wouldn't worry about your ratings, though - as you play games, it will be updated to better reflect your actual playing strength. If you're just unhappy with your rating, the best way to deal with it is to improve your game rather than deleting your account and starting again.

Thankyou for the advice. I just want to start back at 1000 as I had a really awful start.
