I bet you haven't looked at the guy's profile.
This is a sandbagger who presumably wants to get to a rating of 100 as soon as possible, by resigning all games after 1-4 moves. But in the last game he won, because the opponent (another sandbagger) resigned faster.

Why is it considered sandbagging if you want to start at the bottom and work your way up?
