I would wait a little longer with playing tournaments, but going to clubs and playing with people there is good

#17, strange, because most tournaments I’ve gone to have atleast had FIDE rated sections for the higher rated sections and I’ve seen many FIDE rated tournaments here in the US

I would start with a small tournament that has a reasonable entry fee, or a chess club tournament. But yeah, anytime is fine to start OTB. There was a time before chess.com when that was basically how you played rated games (okay there was Yahoo chess, but we don’t need to go there). That being said, chess tournaments are hard and you will lose a lot. But it is easier to win money in lower or unrated sections.

Starting tournaments now is exactly what you should do if you want to pursue the Candidate Master (CM) title.

Do you live in an area where you can find casual players at a park?

Don't you have to pay to play them?

Any level is a good level to start playing OTB tournaments.

If you live in the US I suggest starting with low rated USCF tournaments

I don't live in the US. I live in Canada and have been to five tournaments in my city. i'm about to go to my first ever classical chess tournament.

Have a great time.

I've lived in the Maritimes for decades (born in Halifax) and have played in dozens of rated OTB tournaments at this end of the country. They were all just CFC-rated, though. My only two FIDE-rated tournaments were a Canadian Open in Montreal and a Canadian Junior Championship in Vancouver.
