Anyone encountered this partiular brand of timewaster?

Your opponent is fully aware they've lost (usually a few moves away from getting checkmated), so they stop moving and let the clock run. But they don't stop there. When there's maybe a few seconds left on their clock, they make a move, in the vain hope that you went afk.
Usually they try this when they have alot of time left on their clock to kill.
How can this be described...poor etiquette? Poor sportmanship? Something else entirely?
