anyone notice 1200 rated players play better than 1300?

I've been bobbing up and down between 1200 and 1400 rating in blitz and recently noticed 1200 rated players seem to be playing more solidly than 1300 or 1350 rated players. seems counter intuitive.

There are thousands of players joining every day.
You have played a random assortment. Your own rating was not static.
It's entirely possible that some of the 1300's you played were overrated while there were likely some 1200's who were underrated.
Your narrow experience does not mean that you are experiencing an alternate reality, however.
