It is not unusual to see beginners and/or very weak players play until mate on a regular basis. Is IS very unusual to see this happen when stronger players meet. As I have said before : good players know when they should resign and they do.

Which is exactly as it should be.  Weak players should always play the game out to checkmate.  Against weak players by definition there is always enough hope for a major mistake to justify playing.  Against strong players the weak player learns how to improve their technique by watching what the good player does to finish them off.

imo, only strong player vs strong player should ever resign a game.  Probably most 1800s give up too easily... I know my experience playing out "easily" resignable positions against rybka has been humbling, and I consider myself to be a very solid endgame player.

Of course at the NM level and above, there are many endgames which are obviously lost, there is nothing to be learned by either player, and a resignation makes sense.

I found that rule interesting where it is forbidden to introduce a source of noise into the playing area. So...if you had two masters at a big tournament, what does the one guy/gal do if he/she has to cut the cheese? And if someone did unfortunately cut the cheese at...say...the World Title Championship, would that person thus forfeit the match?
