Well personally I believe that, for my age (18), just knowing the basics of chess makes me good for my age, now if I were, say, 24, then it would be a big fat no.

not everyone's USCF, I guess im good if you put it that way. Yet, I have loads to improve, for sure.
im 20th something best in my country. canada, for my age group, pretty good :)

I know a kid who passed 2000 around his 8th birthday and is currently a 2156-rated 9-year-old.
And another kid from about the same area who's a bit younger at 2087 (still 9)
Top u8 US players currently are in the 1700s - current generation is weaker than a couple of years ago.
One kid to watch out for is Aydin Turgut. One scary 8-year-old with quite a strong dad. (2618 CCGM and FM)

I'm good for any age, but, you know, only as in "Hey, that guy next door is really good at chess", not as in actually ever winning anything that counts.ย

I'm probably pretty good for my age (under 16).ย But I think the time I started playing and/or got serious aboutย improving is more relevant.ย
I started playing atย around 6 years old and I got serious about improving towards the end of last summer.
