Arena Pairings

Its my understanding that arenas match up opponents by rating rather than by how well they are doing. Does this encourage more people to start a new account so they can play lower rated players? Maybe you can offer arenas that match up players by standing also?

There are two different types of arenas. One is rating based and one is score based.
