If you have only ever played online, what is the best way to get into in person tournaments? I only started learning chess during the pandemic, so I have never played IRL. What are the differences between online play and in person play? Do you feel like you play better online or in person? Is there anything I should be aware before attending a tournament (rules, etiquette, general advice?)

Study your openings deeply.
Make detailed opening files, and dedicate yourself to understanding it. Once you understand an opening, memorization naturally follows

I was stuck at 1700 for a while as well.

I calculate to the best of my ability escalating it everyday. But I've seem to reach a level where I cannot pursue any further in my Chess strength. Its like everyone at my level is doing the exact same learning at the exact same time...
Visualization is a key to chess. Practice chesstactics by using chesstempo, standard mode. Set the position on a real chessboard board, do not move pieces.
This causes you to force yourself to deeply think, thus sharpening your tactical vision
