Somewhere around 1200-1400 OTB would be a sensible starting point for informally classifying them as "intermediate".

I appreciate outside the "world of chess" ie. the mass public (most of whom do not have a lot of experience of chess) the average rating (at least online) is somewhere around 800. But the average player is still a beginner, relatively speaking, as far as the complexity of the overall game is concerned.
