IMO ~1200-1300 blitz rating on chess.com would make you near chess-god to the type of players you describe.

1200 bullet is good! (so I say you're nearly there) but <1000 blitz or standard means you're probably dropping too many pieces still to stand on Mount Olympus :)

Your description of the "reasonable (sic) intelligent person" actually fits about 99% of people who claim they "know how to play chess."

I guess rating on Chess.com is possible definition of the "point".

In that case I doubt if there is any definitive answer here.

id say 1400, I think at 1200 you may possibly accidently drop some material to them and maybe not recover. Though you will still be better than them, but at 1400 it will be a breeze.
