I think Chess.com stats include inactive players and I disagreed those stats. 

For example, I dont play daily chess, my daily rate is "800". 

I play blitz, bullets, those rates are "2000".

 

Does it mean, I am < 10% of daily players 

but stronger than 99% of blitz/ bullet players?

Make sense?

Average player at chess.com (50% percentile) is about ~1050 Bullet, ~1200 Blitz, ~1250 Rapid

That's the thing. I was thinking of joining a chess club but I don't want to spend hours studying the game, while I don't wish to appear to be very poor at the game.

I not agree. 

Depends your goals and your limits. 

If you play for hobby or during the little free time that you have every day, to be over the everage (example 70%) is matter of satisfaction.

If you compare yourself to titled players, Chess became frustrating and you fell weak forever. 

Is like if you play tennis at nice level... But you compare yourself to Federer......

 

The important is to know your limits, age limit, free time limit, talent limit etc....

I disagree.  When you initially choose, your RD will be around 350.  If you're only an 800 player, your rating will drop rapidly.  After a certain number of games your rating will be meaningful, no matter what your initial number is.
