If you have more than one account, they can all be banned, yes. Read the ToS. Unless you are a titled player, you aren't ALLOWED to have multiple accounts.

Yes, it should be.
do not see why multiple accounts may be problem unless the one is not doing unfair things. even if some account is banned, how anyone knows that same person has opened new one, by another mail, username...
How to send a user to a ban, obviously uses additional programs?
