How come if your elo gets below 1000 the games become increasingly harder as if lower elo somehow has way better players?

If those below 1000 elo were truly stronger than those above 1000, how is it possible for you to drop back below 100 elo ?
Sandbagging, it's a real issue on this website. I reported this one person several times, they frequently go above 1000 ELO then back to bottom rung to get a 60-70+ winstreak, they think it's fun for some reason. Doesn't seem like site admins will do anything about it if a person has platinum membership though, I reported the same person a few times they're still doing it.
For the past year I've been fighting to get through 300, now that I'm 500 my win rate has gone up like 60%. They'd probably want people to believe that it's because they're getting better, but it's purely sandbagging. The people I play now actually make blunders, before it was like playing against a 2300 chess computer.
Oh man and the cheaters in the bottom rung are crazy, it almost ruined chess for me having to be stuck sub 500 for that long battling these people. I can almost guarantee someone that makes all best/great moves and only uses 30-45 seconds of their clock through the game isn't 200 ELO.
I was really surprised by how quickly my rating rose once I paid a bit more attention and played more patiently. Really not much difference between an 800 and a 1050 at this site.
