That depends on the definition of 'best'. But my own list is: 1.Carlsen, 2.Kasparov, 3.Fischer.
But I also like Larsens reply: 1.Philidor, because he was much more ahead of his contemporaries than any other chessplayer has been. And this is a more fair definition of 'best', as chess constantly evolves, and any chess player stands on the shoulders of earlier players.

I think chess is constantly getting better. So if you call "best" as taking everyone's peak it'd have to be Carlsen. If we create a separate category for "greatest" as comparing everyone vs. their peers, I'm partial to Fischer, though Kasparov had a longer reign.
I should say that it's impossible to predict how so and so would improve/be comparatively weaker to their peers if today's training methods were around back in the day, so I don't like that type of argument.

I suggest making a movie. Call it the Kings Gambit: The untold story of Carlsen vs. Fischer vs. Kasparov. Millions will join chess.com and crash the server. Many more millions will start useless threads about how horrible chess.com is. The novelty will fade and more useless threads like “Who is the greatest player of all time?” Will be created. How refreshing.
