Why 15/10?
You make less mistakes when you are not under time pressure. Taking the time to analyze every position will improve your chess vision, so 15/10 is better for beginners like us.
Consistent practice is key to improvement.
The best way to learn is to stop messing about.. It's no good playing just a few mickey mouse games now and then.. You really got to get ya teeth into the meat.. chomp down hard
Is it good if the study and play ratio is one is to one?

That book sent me around the twist, for awhile.
Set up your chess board in a quiet place and play through all the games in Chernev's "Logical Chess: Move by Move."
Study Chess Fundamentals by WC Capablanca.
