it's when there aren't open files for the rooks and the bishop is controlling important squares. Typical is when the bishop is supporting an attack from the long diagonal.

what are you saying, black is much better.
Open files will exist after the 2 seconds that will take for black to decide to play c6.
also, the bishop on g2 looks silly because it doesn't have targets. On top of that, it can easily be blocked and exchanged if black wanted.
even if it wasn't easy to open files (like it is here), a rook is still much superior to the bishop. It's only a matter of time before the rook will own the puny colorblind warrior.
bishop's chances are only related to a potential attack against the enemy king. This means: 1) targets and 2) absense of enemy's bishop to contrast it.
Are there any positions that you know of where the bishop is better than the rook?
Just to clarify, positions like the one below don't really count since it's the pawn that has the power. If one were to remove either the bishop or pawn, it'd be very different.
