There are no moves for black that win a rook. Black is losing, down a piece, and is losing the game regardless who moves.

If the rules are that black gets to move twice in a row it's better to win the queen starting with the move Ne2

Nxc2 Qxc2 Rxd3 Rxd3 Nb4 wins a pawn. White captures a black rook in the highlighted move, so you can't call it winning a rook when black captures a white rook in return.
