Blitz and bullet are time controls of Western Chess or International Chess, however if we wanted to get picky, bullet time controls are not in FIDE rule book. But Chess 960 rules are, so with that logic I would about say bullet is a variant. We could for example make new time control rules, such as you have to move a piece every minute or you loss. But this is not in the FIDE rule book, so would that make that time control chess or chess variant? I might would point out too bullet is basically not practical on a real chess board. It may be quite possible that Chess may be different 500 years form now.
