You mean "per capita" tactic quality? It doesn't matter. Volume rules. Easily. Dump all the useless tactics "books". They are outdated and inefficient.

In all honesty, I'd say the opposite. There are an infinite number of tactics but a limited number of ideas. A book to improve your tactics is based on showing you the ideas, not on throwing problems at you when half of them have the same theme.

Just read a book on tactics very thoroughly and see how much better you are. Then in that same amount of time that it took you to read that book, just practice tactics tactics tactics without any reading. See which one makes you improve more. You can even vice-versa the starting point. Alternatively, you can read through an opening repertoire book and play through the variations. Or you can drill your opening with COW or CPT. See which one will improve your accuracy in your opening play.

I agree with Mr. Doubt. I think the ideas behind why moves are made are more important than solving puzzles. I believe that it's more helpful to know why a move was made.
I have tied the CTS and it doesn't seem to have the same effect as learning strategies. I think this is especially important if you play many games that are not structured openings.
